General recommendation No. 36 of UN Committee on the Elimination of Racial Discrimination on preventing and combating racial profiling by law enforcement officials

This General recommendation was adopted by the UN Committee on the Elimination of Racial Discrimination, a body of independent experts that monitors implementation of the Convention on the Elimination of All Forms of Racial Discrimination by its States parties. The Committee and several other international human rights mechanisms have explicitly highlighted racial profiling as a violation of international human rights law. For this purpose, the General recommendation provides a guidance on preventing and combating racial profiling in order to assist States parties in discharging their obligations.
What are General Recommendations and General Comments: Each of the UN treaty bodies publishes its interpretation of the provisions of its respective human rights treaty and obligations accepted under these treaties in the form of "general recommendations” and “general comments”.
