UN Resident Coordinator’s speech at ceremony dedicated to 25th anniversary of ANAMA

Distinguished guests, Ladies and Gentlemen,

It is a great honour for me to address all of you today on this special occasion, celebration of the 25th anniversary of the establishment of the Mine Action Agency of the Republic of Azerbaijan – ANAMA.

I would like to extend my heartfelt congratulations to ANAMA and its brave mine-clearance experts for their outstanding dedication and remarkable achievements. Their efforts have saved lives and prevented numerous injuries, making a tangible difference in the life of many families.

The United Nations in Azerbaijan takes immense pride in our partnership with ANAMA over the last two and a half decades. ANAMA commenced its operations within the framework of the Joint Programme for Mine Hazard Elimination in Azerbaijan, signed between the Government of Azerbaijan and UNDP on 2 April 1999. Over the years UN family supported ANAMA capacities and the partnership grew stronger.  

Following the conflict in 2020, the UN mobilized over 11 million USD in assistance. With generous financial support from the European Union, the Government of the United Kingdom, other partners, and internal UN resources, three UN agencies – UNDP, UNICEF, and UNHCR – are actively supporting ANAMA's mine action efforts. This support includes institutional strengthening, provision of technical expertise, and explosive ordnance risk education.

Ladies and Gentlemen,

It is disheartening to note that in Azerbaijan, a staggering number of 303 individuals lost their lives or suffered injuries due to these hazardous devices in the past two years alone. Since 1991, a total of 3,377 people, including 358 children and 38 women, have tragically fallen victim to landmines.

These facts underscore the critical need for concerted efforts and resources to accelerate humanitarian demining activities in Azerbaijan. The United Nations family in Azerbaijan remains dedicated to supporting ANAMA's ongoing efforts to eliminate the danger of explosive ordnance,  and enhance mine risk education.

Using this opportunity, I would like to welcome Azerbaijan’s initiative of launching the 18th SDG on demining. Indeed, mine action in countries affected by landmines, including Azerbaijan, is a fundamental requirement for sustainable development and lasting peace.

Over the past three years, the world has faced numerous crises dealing a significant blow to our efforts to achieve the Sustainable Development Goals.

The United Nations Secretary-General recently emphasized the urgent need for increased commitment, solidarity, and transformative action to prevent us from falling short of the headline targets outlined in the 2030 Agenda, which aim to eradicate poverty, reduce inequality, and protect our environment.

In September, world leaders will convene at the United Nations Headquarters in New York in an attempt to "rescue" the SDGs and reinvigorate our collective efforts. Since the inception of the 2030 Agenda, Azerbaijan has shown a strong commitment to its implementation. 

As the country continues its journey of accelerated progress , we look forward to further strengthening our partnership to advance the SDGs, including through mine action.

Once again, I extend my warmest congratulations to ANAMA on their remarkable 25-year journey of dedication and achievements.

May your continued efforts bring us closer to a safer, more prosperous future for all.
