It is my honor to join this High-Level Dialogue on Advancing Climate Transparency through Universal Participation in the Enhanced Transparency Framework, and to deliver my remarks on behalf of the UN.
The UN Secretary General, Mr António Guterres, in his special address on climate action this June said: “We do have a choice: Creating tipping points for climate progress – or careening to tipping points for climate disaster.
This is an all-in moment”
The United Nations is all-in – from global to country level, working hand in hand with COP 29 Presidency to build trust, find solutions, and ensure successful COP 29.
The countries are preparing to develop and submit their new Nationally Determined Contributions (NDCs) by early 2025. These NDCs 3.0. need to be aligned with the 1.5-degree target and encompass economy-wide, absolute emissions reduction targets for 2030 and 2035, covering all greenhouse gases and sectors.
Equally important is transparency in implementation of the current NDCs.
It is crucial that countries submit their first Biennial Transparency Reports (BTRs), which cover all emissions and sectors. The BTRs are essential for sharing progress on NDC implementation, climate change impacts and adaptation, and capacity-building needs.
As COP29 President-Designate Minister Babayev has previously stated, transparency is central to building trust and confidence within the climate diplomacy process.
Azerbaijan is leading by example and working to submit its first Biennial Transparency Report ahead of COP29.
UN commends Azerbaijan for prioritizing the climate transparency agenda and for establishing the Baku Global Climate Transparency Platform.
This platform provides targeted support, capacity building, and a forum for exchanging experiences and lessons learned on BTRs. It also supports the effective implementation of the Enhanced Transparency Framework.
The Baku Global Climate Transparency Platform will be key to foster a political momentum for the timely submission of the first BTRs, to ensure universal participation in the Enhanced Transparency Framework and increase awareness and buy-in for climate action.
Together, we must act swiftly and decisively to ensure a transparent, accountable and effective response to the climate crisis.
Now is the time to mobilize, now is the time to act, now is the time to deliver.
